Chief Personal Data Officer (External Affairs and Development)

The successful candidate will assist the Privacy Commissioner in liaising and collaborating with persons or organisations outside Hong Kong (including the mainland) to perform in that place any functions similar to those under the PDPO and in respect of matters of mutual interest concerning the privacy of individuals in relation to personal data, and formulating and implementing strategies to develop personal data privacy protection and respect under the PDPO.

Requirements
a) A good bachelor’s degree from a Hong Kong or a recognised university;
b) A level 2 in the Use of English paper in the Common Recruitment Examination (CRE), or a Grade “B” or above in Use of English in the Hong Kong Advanced Level Examination (HKALE), or Grade “B” or above in English Language (Syllabus B) in the Hong Kong Certificate of Education Examination (HKCEE), or a minimum overall band score of 7.5 in the International English Language Testing System (IELTS) with the Writing Subtest score not lower than 7;
c) A level 2 in the Use of Chinese paper in the CRE, or a Grade “B” or above in Chinese Language and Culture or Chinese Language and Literature in the HKALE, or Grade “B” or above in Chinese Language in the HKCEE, or equivalent;
d) 8 years’ relevant experience in public administration, profession practice or private sector management at a senior level;
e) Sound judgment, foresight, lateral thinking, leadership, management skills and impeccable integrity;
f) Substantial research, analytical and problem-solving skills and experience;
g) Sensitivity and alertness to wider social, economic and political issues in making decisions; and
h) Exemplary skills in communication, written and oral, English and Chinese (Putonghua included).

Job Description
The successful candidate will lead and supervise a team to provide and implement strategies, plans and advice, undertake research projects, surveys and public consultation exercises on major / topical privacy matters; formulate and improve on the policies and procedures of personal data privacy protection and respect; develop codes of practices, guidelines / guidance notes to promote compliance by data users with the requirements under the PDPO; coordinate, assist or represent PCPD at conferences, meetings, working groups and discussions on personal data privacy matters, in or outside Hong Kong

Remuneration Package
The successful candidate will receive a monthly salary ranging from $117,580 to $135,470, depending on qualifications and experience. He or she will be appointed on contract terms. The terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time of the offer of appointment. In addition to a 5-day week, we provide 21 days annual leave, medical, dental and life insurance benefits, cash allowance, contribution to MPF and a gratuity on satisfactory completion of the contract which is up to 15% of the total basic salary for the contract period.
